What is BS EN-13617-1 about?

BS EN-13617-1 applies to meter pumps, dispensers, and remote pumping units to be installed at liquid fuel filling stations, designed to dispense flammable liquid fuels into the tanks of motor vehicles, boats, and light aircraft and into portable containers at flow rates up to 200 l· min−1, storage at ambient temperatures between −20 °C and +40 °C.

BS EN-13617-1 deals with all significant hazards, hazardous situations and events are relevant to metering pumps, dispensers, and remote pumping units, when they are used as intended and under the conditions foreseeable by the manufacturer.

BS EN-13617-1 gives health and safety-related requirements for the selection, construction and performance of the equipment.

NOTE 1: BS EN-13617-1 does not specify a required performance level, PLr, according to EN ISO 13849-1.

NOTE 2: BS EN-13617-1 does not deal with noise and with hazards related to transportation and installation.

NOTE 3: BS EN-13617-1 does not include any requirements for metering performance.

NOTE 4: Vapor recovery efficiency rates are not considered within BS EN-13617-1Fuels other than the ones of subdivision Group IIA according to EN ISO/IEC 80079-20-1:2019 are excluded from BS EN-13617-1

NOTE 5: BS EN-13617-1 does not apply to equipment for use with liquefied or compressed gases.

NOTE 6: BS EN-13617-1 does not cover the installation of the emergency stop provisions for the liquid fuel filling station.

NOTE 7: BS EN-13617-1 is not applicable to metering pumps, dispensers, and remote pumping units, which are manufactured before the date of publication of BS EN-13617-1 by CEN.

Who is BS EN-13617-1 for?

BS EN-13617-1 on Safety requirements for construction and performance of metering pumps, dispensers, and remote pumping units are beneficial for:

  • Gas jockeys
  • Fuel attendants
  • Construction sectors
  • Civil engineers and contractors
  • Pharmaceutical industries
  • Petroleum industries, petrochemical and gas industries

Why should you use BS EN-13617-1?

Today there is a widespread network of branded and free filling stations where, in addition to traditional fuels such as petrol and diesel, filling points for LPG, natural gas, and hydrogen can also be found. This has led to new requirements regarding the equipment and operation of modern filling stations.  BS EN-13617-1 is of relevance, in particular, for the following stakeholder groups representing the market players with regard to machinery safety:

  • Machine manufacturers (small, medium and large enterprises)
  • Health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.)

The manufacturer should demonstrate the suitability of the metering pump or dispenser design over the full temperature range, and the temperature range should be marked. BS EN-13617-1 deals with all significant hazards, hazardous situations, and events relevant to metering

pumps, dispensers, and remote pumping units when they are used as intended and under the conditions foreseeable by the manufacturer. BS EN-13617-1 gives the user health and safety-related requirements for the selection, construction, and performance of the equipment.

Overall BS EN-13617-1 guides you through Safety requirements for the construction and performance of metering pumps, dispensers, and remote pumping units.

What’s changed since the last update?

BS EN-13617-1: 2021 supersedes BS EN 13617‑1:2012, which is withdrawn.

In comparison with EN 13617-1:2012, the following significant changes were made:

  • Scope modified to reference that BS EN-13617-1: 2021 applies to dispensing of flammable liquids
  • Introduction and 7.3 modified to reference extended temperature ranges for storage and use
  • Float testing clarified in 5.3.4.1
  • Vent pipes to terminate outside of the dispenser housing in 5.3.4.4
  • Shear valves to comply with EN 13617-3 in 5.3.4.7
