1 Scope

This PAS specifies the competencies necessary for a person to be deemed capable of:

a)

planning an energy and decarbonization assessment;

b)

leading an assessment team; and

c)

reviewing and approving the output of an energy and decarbonization assessment.

This PAS covers competencies necessary for the assessment of an organization’s energy use and generated greenhouse gas (GHG) emissions. Assessments for which these competencies are relevant relate to energy use and to GHG emissions for which the organization is responsible and which are covered by:

1)

the organization’s energy consumption and energy-related Scope 1 and 2 emissions from the organization’s assets and activities, including buildings, transport and industrial processes;

2)

the energy consumption and Scope 3 emissions from business travel; and

3)

any additional Scope 1, 2 and 3 emissions that the organization which is being assessed wishes to include.

NOTE 1    All GHG emissions in 3) are at the discretion of the organization being assessed and are to be agreed with the lead assessor prior to the assessment. The lead assessor and assessment team should be able to demonstrate competencies relevant to the agreed scope and boundary of the assessment (see Clause 5).

This PAS is applicable to a lead energy assessor who might be working alone or leading an assessment team to complete an assessment. It also includes requirements for the competencies of an assessment team carrying out energy and decarbonization assessments.

NOTE 2    Annex A provides further detail on the requirements for lead assessor core competencies. Annex B sets out recommendations for determining the necessary knowledge and skills of an assessment team.

The PAS is also relevant to organizations of any size that are being assessed, organizations that commission assessments, regulators (national, regional, and local), training providers and professional associations, and may also be relevant to non-governmental organizations (NGOs) and academia.

This PAS does not cover competencies for installing or introducing measures to reduce energy consumption or GHG emissions, or the competencies for monitoring and verifying the effect of such measures.
